1 NAFARROA OINEZ SURVEY
|

The aim of the survey is to arrive at a profile and find out the wishes and demands of those attending this event, held each year in Navarre in order to raise funds and support for one of the Ikastolas (private Basque-language schools) in the Community.

In 2008, the survey was performed in Iruña-PAmplona, at the Nafarroa Oinez organised by Ikastola Jaso.
In general, the results were:
55.59 % of those attending were women and, by age, the highest percentages corresponded to those aged between 18 and 25 (29.06%), and between 26 and 35 (14.91%). The educational level of those attending remained high. The knowledge of the Basque language has increased among the participants, 64.62% are able to speak the language and 19.75% currently learning it. Most of those attending were from Navarre, with a significant number of people from the local area, involved and associated with the Ikastola. The Oinez has become an event attended by an ever-increasing number of people and is increasingly appreciated. Those who attend normally return the next year and their overall appraisal of the event, particularly in terms of cleanliness, has improved.

In 2007, the survey was performed in Viana, at the Nafarroa Oinez organised by Ikastola Erentzun.
In general, the results were:
54.4 % of those attending were women and, by age, the highest percentages corresponded to those aged between 18 and 25 (22.1%), and between 26 and 35 (18.6%). The educational level of those attending remained high, as did knowledge of the Basque language, 55.1% being able to speak the language and 22% currently learning it. Most of those attending were from Navarre, with a significant number of people from the local area, involved and associated with the Ikastola. The Oinez has become an event attended by an ever-increasing number of people and is increasingly appreciated. Those who attend normally return the next year and their overall appraisal of the event, particularly in terms of cleanliness, has improved.

In 2004, the survey was performed in collaboration with the Federation of Basque-language Schools and the Sociology Workshop at the Nafarroa Oinez organised by Ikastola Lizarra in Estella.
In general, the results were:
Most of those taking part in the event in Estella were from Navarre (64%), who went in order to support the Basque language and Basque-language schools, and more especially the Lizarra (Estella) school. Most of those asked evaluated the work of the organisation in a positive light. More than a thousand people were asked and the average participant was a woman of 34 years of age, who went with her family.

2 SCHOOL REGISTRATION CAMPAIGN

Since its earliest days, the Foundation has supported yearly campaigns in favour of school registration in Basque-language teaching systems, considering such campaigns fundamental.
This means that the Foundation covers a function which the Government of Navarre’s Department of Education fails to perform, despite the fact that one-third of Navarre’s families demand that their children receive their compulsory education in Basque-language schools.
During the campaign, which takes place doing the school pre-registration period, a leaflet is distributed in Navarre’s bestselling newspapers. Over recent years, the campaign has also included posters at bus stops in Pamplona, back covers of local publications and radio adverts.

3 AGREEMENT EBLUL

In May 2008, Euskara Kultur Elkargoa and the European Bureau for Lesser-used Languages (EBLUL) signed a cooperation agreement. By virtue of this agreement, EKE represents EBLUL in Navarre as a means to improve the situation of Basque-speakers and strengthen the presence of EBLUL in the province.
It should be pointed out that the European Bureau for Lesser-used Languages (EBLUL) advises the Council of Europe on matters concerning minority languages. The organisation also has special relationships with the European Parliament, UNESCO, OSCE, the UN Economic and Social Council, and the Office of the UN High Commissioner for Human Rights. |

4 COMMITTEE ON THE BASQUE LANGUAGE IN THE NAVARRESE PARLIAMENT

In 2004, the Committee on Language Policy was held in the Navarrese Parliament, with most social agents giving their opinions. Our Foundation was also invited and we presented a report with a diagnosis of the current situation and several proposals aimed at normalising the Basque language in the future.
The committee worked from September to December 2004 and its aim, in the words of the organisers, was to arrive at a diagnosis for agreement and to establish the bases for future work, using the Law of the Basque Language and the report which the EBLUL (European Bureau for Lesser-used Languages) presented in January 2004. There were five fields of work: administration, education, the media, the internet and universities. The committee did not produce any results due to disagreement between the political parties with parliamentary representation.
In general, the proposals included in the report presented by EKE were:
This Committee is obliged to encourage a review of the current language policy and adapt the regulations to the principles established in article 7. Consequently, Navarre’s language policy must adopt, among others, the following criteria, which it currently rejects:
- Administrative divisions must not be an obstacle to the promotion of languages.
- The oral and written use of these languages must be facilitated and nurtured in public and private life.
- The provision of appropriate ways and means to teach and study minority languages at all suitable levels.
- The promotion of studies and research on minority languages at universities or equivalent.
- The practice of Positive Discrimination.
- To take into consideration the needs and wishes expressed by those groups which use this language.

5 EUSKARI ZOR ZAIONA (What we owe Basque) CAMPAIGN

Since 2000, EKE has taken part in this yearly campaign promoted by the Oinarriak platform aimed at allocating part of income tax to bodies which work for the Basque language. The money collected is used to support projects related to our language, such as: Berria (Basque-language newspaper), Nabarra Aldizkaria (the Nabarra magazine), UEU (Basque Summer University), Euskalerria Irratia (Basque radio station in Pamplona) and AEK (coordinator of Basque language teaching centres for adults), Basque-language courses for immigrants.
